Also called the firestick or pencil cactus. It is a succulent in the Euphorbia family. The species is found in Africa and dry/temperate areas of the middle east and has been introduced to many areas in the temperate zone. It is extremely easy to grow and is very hardy once established. It can grow to a very large size if left undisturbed. Eventually it develops a woody stem almost like a tree. The intensity and length of full sun it gets is one of the determining factors in how red it will get or various coloration of yellows and reds. The more sun and the drier the conditions, the more color will develop. In shadier areas the plant will grow but it will not get the brighter coloration. Once established you can make literally hundreds of plants from cuttings, just be very careful with the milky sap it extrudes in large amounts when cut or trimmed.
